Overview

Governments worldwide are prioritising digital transformation and economic development to create sustainable employment opportunities and drive inclusive growth. However, skills shortages, unemployment, and limited access to technology in township and rural areas remain significant barriers in South Africa.

To address these challenges, HCLS, in partnership with Vaal University of Technology, developed the ICT SMME Development Model, equipping unemployed youth with technical, business, and entrepreneurial skills to support government-led initiatives in economic upliftment and digital inclusion.

The Challenge

Closing the Digital Divide & Creating Sustainable Jobs

Government agencies face critical challenges in advancing ICT infrastructure, job creation, and economic development, particularly in underserved communities. Key barriers include:

  • High Youth Unemployment – A large portion of young people remain unemployed due to limited access to digital skills training and job opportunities.
  • Limited ICT Access in Rural Areas – Many townships and rural communities lack connectivity, technical expertise, and digital resources, hindering economic participation.
  • Shortage of Skilled ICT Professionals – Government-led initiatives require trained technicians, network providers, and cybersecurity experts to expand public digital services.
  • Need for Sustainable Enterprise Development – Without entrepreneurial skills and mentorship, many small businesses fail to scale and contribute to economic growth.

To support public sector workforce development and economic transformation, a comprehensive, skills-based solution was needed.

The Solution

The ICT SMME Development Model

HCLS, in collaboration with Vaal University of Technology and government stakeholders, launched an ICT-focused workforce development program designed to:
